Where boats move in North Carolina
Morehead City and Beaufort anchor the central coast, with big sportfish yards, good travel-lift capacity and quick access from US-70. Wrightsville Beach and Wilmington cover the south, Southport and Oak Island below that, and all of them sit close to I-40 and US-17. Oriental and New Bern on the Neuse are the sailing towns — masted boats, riggers, and yards used to unstepping before a truck arrives.
The Outer Banks are their own logistics problem. Manteo, Wanchese and Hatteras are reachable, but NC-12 is a two-lane road that takes sand and overwash and closes without much notice. Oversize loads down the banks get scheduled with weather in mind and a fallback day built in.
Inland, Lake Norman, Lake Gaston and Kerr Lake carry large trailer fleets with easy interstate access.

This state is the middle of the migration. Southbound traffic peaks in October and November, northbound in April and May, and yards from Oriental to Southport are full of boats in transit both ways. That's also when carrier capacity is tightest — book six weeks ahead for those windows.
Hurricane season runs June through November and reliably produces short-notice haul-out and inland-relocation moves. Owners who arrange a plan in June, not September, get one.
Where a hull is not worth the cost of the haul, boat donation program is a cleaner exit than trucking it somewhere to sit again.

Boats coming out of long storage are the ones worth pricing carefully. If a hull has sat for six seasons and the quote to move it is climbing past what it would sell for, donating the boat is a cleaner exit than trucking it somewhere to sit again.
North Carolina questions
Hatteras yes, by road down NC-12, weather permitting. Ocracoke requires a ferry as freight, which is a separate booking with size limits.
A lift slot, a road-legal move inland and somewhere to put the boat. Arranged early it's straightforward; arranged during a watch it usually isn't possible.
Late October to mid-November going south, April to mid-May coming north. Rates and lead times both rise inside those windows.
